On new instances, submissions halt because classification is failing.

Cause

No layouts have been assigned to the release. So, the application cannot find layouts to match the submissions to.

This issue is particularly common when setting up a new instance — it's easy to forget to assign layouts to the release.

Solution / Workaround

1. Create a new release and add layouts to it.

2. (v32 and later) Assign the release to a flow.
